Executive Director - Jamey Locke
Jamey Locke is the Executive Director for Mercy Regional EMS. He has held this position since 1999. Prior to coming to the Paducah area, Jamey has been associated with various EMS organizations both public and private as well as for profit and not-for profit. Jamey has accumulated over 18 years experience in the EMS industry. He has held numerous different positions ranging from Field Provider to Executive Director.
Jamey is very active representing EMS interests on the local and state level. Currently, he is active with the Kentucky Ambulance Providers Association in which he serves as the Treasurer and the Kentucky Board of EMS. Additionally, Jamey is the Deputy Director of Emergency Management for Graves County.
Jamey is married to Stacy, if wife of 14 years. They have three children: Jacob age 11, Shelby age 9 and Hannah age 3. Their past time hobbies include traveling and spending time with their variety of animals on their farm.
Medical Director - Dr. Irvin Smith
Dr. Irvin Smith serves as Medical Director for Mercy Regional EMS. Dr. Smith is a board certified Anesthesiologist with 30 years of clinical experience. His special interests are cardiac anesthesia and trauma. Dr. Smith began his association with EMS in 1985 as Medical Director for Angel of Mercy EMS. Since l985 he has been an active member of the Lone Oak Fire Department. Through Mercy Regional, Dr. Smith provides medical direction for Purchase Area Haz-Mat I, State Fire Rescue Training, Paducah Police Tactical Emergency Medical Support for EOD and ERT teams, and serves as a special deputy with the McCracken County Sheriff's Department. Still an active field ALS provider, Dr. Smith makes calls both as a provider and an on-scene Medical Director In 2004 Dr. Smith was appointed by then Governor Paul Patton as one of the original physician members of the Kentucky Board of EMS. Continuous Quality Improvement (CQI), customer service, continuing education for medical crews, and ongoing protocol development are some of Dr. Smith's primary focuses at MREMS. Dr. Smith lead the development and implementation of the LMA Pilot Project in 2004, the Airway Management Protocol document for KBEMS in 2006, and the MREMS RSI project in 2007. He is a frequent speaker at local, regional and state EMS meetings. In addition, Dr. Smith is Medical Director for the PHI Air Medical Group with bases in Paducah and Central City, Ky. Dr. Smith is a life long member of the American Medical Association and the Kentucky Medical Association and an active member of the National Association of EMS Physicians and the Air Medical Physician Association. Dr. Smith is a deacon of the Lone Oak First Baptist Church. He is married for 33 years to his wife Connie. His two daughters, Kristy and Kelly both live in Paducah. Dr. Smith currently has one grandson, Gavin, with new twin grandchildren expected in early 2009.

Fleet Manager - Coy (Cooter) Beanland
Mercy Regional EMS Fleet Manager: Coy (Cooter) Beanland
Coy joined MREMS in July of 2006. Coy graduated from Nashville Auto Diesel College in 1996. After which he spent three years at PTL as a fleet technician, followed by seven years at Duckett Truck Center as a Lead Technician. Coy came to MREMS in July of 2006 as the fleet maintenance technician. At MREMS, Coy maintains current fleet and parts inventory, maintains fuel and maintenance records for MREMS vehicles, as well as, develops and delivers fleet replacement options. Coy also serves as "Handyman" where needed including building maintenance and repair. MREMS currently has 18 large vehicles(including trailers and a Polaris Ranger) and numerous smaller pieces of equipment.
Major A-Shift - Jeremy Jeffrey
Jeremy began his career in 1993 as a volunteer firefighter. During his Volunteer Fire career he gained certifications in Rope Rescue, Extrication, Hazardous Materials, Water Rescue, Dive Operations, and his 400 hour Fire certification, he was also appointed safety officer where he served until 2002 when he left the fire service.
Jeremy's EMS career began in 1993 as well, this is when he attended West Kentucky Technical College State Fire Rescue Training's EMT Program. He completed the program and received his certification in December of 1993. Two years later Jeremy attended Paducah Community College where he completed the Paramedic Training program. In 1997 he attended Kentucky State Boards where he became a Licensed Paramedic. This same year Jeremy obtained his National Registry of Emergency Medical Technician Paramedic certification as well.
In 1994 Jeremy began with Angel of Mercy Ambulance Service, the company was purchased by Lourdes and Western Baptist hospitals and renamed Mercy Regional EMS where he remains today. In 1999 Jeremy was promoted to Major where he was placed in assisting with an operational contract with an adjoining county. He was brought back to Paducah in 2000 as B shift Major and remains as the B shift Major Today.
In 2003 Jeremy was provided the opportunity to fulfill a lifelong dream as a flight Paramedic, when he was hired with PHI Air Medical. While Employed with PHI he has achieved his FP-C certification, as well as CCEMT-P certification. Recently Jeremy was promoted to Base Manager for the Paducah based aircraft.
Currently Jeremy holds Instructor's cards for ITLS, ACLS, and PALS. He also is on KCTCS staff as an EMT-First Responder, EMT-Basic, and EMT-Paramedic instructor.
Major B-Shift - Randy Harris
Major Randy Harris came to Mercy Regional EMS in 1999. Having experienced many years in the volunteer sector of emergency service with association of McCracken County Disaster and Emergency Service, ranking as high as Assistant Chief of their Rescue Unit. Further affiliation with Hendron Fire Protection District and currently ranking as Captain. Major Harris provides strong commitment to education in both Fire and EMS holding instructor certification as EMS Level III and Fire Instructor II with IFSAC certification. Major Harris first came to Mercy Regional EMS as a Communication Technician with experience as an EMT-Basic. Having maintained EMT-B certification since 1990, Major Harris enrolled in Paramedic program as further career development. Once Paramedic level achieved opportunity arose for even further applied study of CCEMTP. Holding many background experiences including WMD training along with Haz-Mat Technician, Major Harris also maintains position on Regional Hazardous Materials Response Unit. USAR, Dive Rescue, Rope Rescue and many management and safety oriented programs under his belt help provide rich background to support Major Harris in his position in this organization.
Major C-Shift - Steve Skipworth
Steve "Skip" Skipworth NREMT-P, CCEMT-P, EMT-T, came to work part time for Mercy Regional EMS in the summer of 2001 while working as a clinician for Occunet, a local occupational healthcare facility. He became a full time employee later that year and decided to pursue his career in pre hospital care. He obtained his paramedic's license from KEMSA in December of 2003. In the fall of 2006 he was selected to become a tactical paramedic. He attended CONTOMS at the Federal Law Enforcement Training Center in Brunswick, GA and is now attached to the Paducah Police Department Swat team as tactical medic. In 2007 he obtained his CCEMT-P and was promoted to the rank of Captain where he performs day to day supervisory operations while still practicing his paramedicine skills. "Skip" is married to his lovely wife Susan for 31 years and has a daughter Rachael who is expecting with their first grandchild. He attends St. Thomas More Catholic Church and enjoys fishing and golf.
Captain A-Shift - Rachel Lane
Rachel Lane started her Ems career in 1990 as an EMT. From there Rachel became a certified volunteer Firefighter and Jaws of Life Tech. for the Carlisle Co Rescue squad and Fire Dept. She worked full time for Western Baptist Hospital in the emergency room as an ER tech and partime as an EMT at Carlisle Co EMS. In 1999 Rachel moved from the Western Baptist ED after 10years to the Marshall County EMS. Rachel worked fulltime as an EMT until 2003 when she became a Paramedic. She was promoted to Shift Capt and Training officer. Aside from the required certifications . Rachel has instructed in CPR , First aid and ACLS for many years and certified in the Haz Mat First responder. Rachel came to Mercy Regional EMS in 2007 as a staff Paramedic. Since then Rachel has been promoted to lieutenant. She thrives on learning the everyday changes and improvements in EMS. Rachel is also a Deputy Coroner in Marshall Co. She feels that her knowledge in EMS has made her better at this position. This job requires working with many different agencies and medical examiners to investigate and determine the causes of death. Rachel has recently been placed on the Mass Fatality Team for the State of KY. Rachel feels that have worked in these different areas has given her a better understanding of her job as a Paramedic.
Captain B-Shift - Shane Moore
Shane began his career at Mercy Regional EMS as a part-time EMT in 1999. He was employeed full time in 2002 as a dispatcher. Shane graduated from the Kentucky EMS Academy in 2004 as a paramedic. Shane currently is Lieutenant of Operations on B-shift. Shane also serves as team medic to the Paducah Bomb Squad. Shane graduated from class 102 of the Federal Protective Service's CONTOMS program as a tactical paramedic in 2007, and from the Bomb Squad Operational Medical Support program as a "bomb squad medic" in 2008.
In his spare time, Shane serves as a lieutenant at Reidland-Farley Fire Department. Shane also serves as a member of the cabinet, and on the Special Services Team at his church, Heartland Worship Center.
Captain C-Shift - Faron English
Captain English has been serving his community for over twenty years in the fields of EMS, Law Enforcement and the Fire Service. He has been an EMT since 1991 and a Paramedic since 1995. He has 17 years of experience in the fire service with both paid and volunteer departments. He has been serving the citizen of McCracken County with Mercy Regional EMS since 1998. He was promoted to the rank of Lieutenant in 2007 and then he was promoted to the rank of Captain in 2008.
Captain English also holds certifications as instructor in CPR, First Aid, AED, & ITLS. He has also held the position of Deputy Coroner in Graves County Kentucky since 2003.

Communications Captain - Chad Rhynerson
Captain Chad A. Rhynerson has been in the emergency services field for 3 years. He got his start in the fire service with Gilbertsville Fire and Rescue. He now serves as the Asst. Secretary for the department and has been an active member for 2 years. He got his start in EMS by taking an EMT-FR class through KCTCS/SFRT that peaked interest to make his passion a career. He is currently in attending class's to achieve EMT-B certification through KCTCS/SFRT. Captain Rhynerson is the Communications Supervisor for Mercy Regional EMS in which he manages the day to day functions, dispatch personnel, creating and implementing communications policy. He comes to Mercy with 7 years experience in communications, sales and marketing management. His desire to achieve excellence in patient care has been instilled by the training and continued education that all Mercy Regional EMS employees receive.
Communications Lieutenant - Jonetta Scott
Jonetta's career with Mercy Regional EMS Ambulance Service started in January 2004, as an Emergency medical dispatcher. Jonetta holds a Bachelor's Degree in Business. Also she has recently been promoted to Communication's Lieutenant which oversees all training in dispatch and assisting the Captain of Communication with all other duties.
